European Commission set to fine Microsoft over 2009 browser compliance breach

The European Commission is planning to fine Microsoft for its failure to adhere to a 2009 ruling that required the software giant to offer customers a choice of default web browser. The EU Competition Commissioner, Joaquin Almuni, advised the press that a formal proceeding into the breach -- which Microsoft itself acknowledges -- has begun. Reuters reports that should Microsoft be found on the wrong side of the law, that the resulting fine could be as much as 10 percent of its global turnover. Whether the end sum would be as high as this remains to be seen, but given recent events, you can expected some hurried shuffling of paper in Redmond's accounts department.

(AP) ? Egypt's new President Mohammed Morsi, making his debut on the global stage at the United Nations, said Wednesday that he will not rest until the civil war in Syria is brought to an end.

He called the fighting there, which opposition groups say has killed at least 30,000 people, the "tragedy of the age" and one that "we all must end." And he invited all nations to join an effort to stop the bloodshed that began about 18 months ago when opposition figures rose up against President Bashar Assad's regime.

Morsi, an Islamist and key figure in the once-banned Muslim Brotherhood, opened his remarks to the U.N. General Assembly by celebrating himself as Egypt's first democratically elected leader who was swept into office after what he called a "great, peaceful revolution."

He said the first issue for the world body should be certifying the rights of the Palestinian people.

"The fruits of dignity and freedom must not remain far from the Palestinian people," he said, adding that it was "shameful" that U.N. resolutions are not enforced. He decried Israel's continued building of settlements on territory that the Palestinians claim for a future state in the West Bank.

On another subject, Morsi condemned as an obscenity the video produced in the United States that denigrated Islam's Prophet Muhammad. He insisted that freedom of expression does not allow for attacks on any religion.

Morsi also condemned the violence that swept Muslim countries last week in reaction to the video. At least 51 people were killed, including the U.S. ambassador to Libya and three other Americans targeted in an attack on the U.S. consulate in Benghazi.

He appeared to have been responding to President Barack Obama's General Assembly speech Tuesday in which the U.S. leader again condemned the video but sternly defended the U.S. Constitution's guarantees of free speech.

Morsi did not explain what limitations he felt should be placed on free speech but said the video and the violent reaction to it demanded "reflection." He said freedom of expression must be linked with responsibility, "especially when it comes with serious implications for international peace and stability."

Earlier Wednesday, Iranian leader Mahmoud Ahmadinejad, known for past fiery denunciations of the United States and Israel, spoke at length about his vision for a new world order without the "hegemony of arrogance." And of Israel, he cited what he termed the "continued threat by the uncivilized Zionists to resort to military action against our great nation."

He did not refer to Iran's nuclear program. Israel and Western nations contend that Tehran is using what it insists is a peaceful nuclear program as a cover for developing the ability to build atomic weapons. Iran is suffering under tough sanctions as punishment for Iran's failure to cooperate with the U.N. nuclear watchdog agency to prove the peaceful nature of its drive to enrich uranium to levels that could be used to build a nuclear weapon.

Israel has threatened a military strike against Iranian nuclear installations, but Obama insists that time remains to solve the dispute through diplomacy. Obama has vowed, however, to stop Tehran from obtaining a nuclear arsenal.

The U.S. delegation boycotted Ahmadinejad's speech in response to the "paranoid theories and repulsive slurs against Israel" included in a separate address delivered by the Iranian president on Monday.

"It's particularly unfortunate that Mr. Ahmadinejad will have the platform of the U.N. General Assembly on Yom Kippur, which is why the United States has decided not to attend," Erin Pelton, spokeswoman for the U.S. Mission to the U.N. said in a statement.

Another Arab leader making his first appearance at the U.N. General Assembly's annual ministerial meeting after being swept into power by the Arab Spring revolutions was Yemen's President Abed Rabbo Mansour Hadi. He took office in February after more than a year of political turmoil and is now trying to steer his country's democratic transition.

Hadi called on the U.N. to grant membership to Palestine and support a transfer of power in Syria.

"The only option for our brothers in Syria is to agree on an initiative ... for peaceful change and transfer of power through ballot boxes," he said.

Also Wednesday, members of the U.N. Security Council are scheduled to discuss change in the Arab world. With no sign of an end to the Security Council's paralysis over intervening to end the raging Syrian civil war, Germany's U.N. Ambassador Peter Wittig said his country chose to focus the council's ministerial session on something new and positive in the Mideast ? "the emergence of the Arab League as a regional actor that has proved to be essential for conflict resolution."

The 21-member Arab League has shaken off decades of near total submission to the will of the region's leaders and is seeking to transform itself after the seismic changes brought about by the Arab revolutions. The league has supported the rebels who ousted Libyan leader Moammar Gadhafi and suspended Syria in response to Assad's brutal crackdown against his opponents.

"This organization is promoting the values that the United Nations is standing for ? human rights, rule of law, democracy, pluralism," the fight against corruption and promoting economic opportunity, Wittig said.

As rebels claimed credit Wednesday for a strike on Syria's army command headquarters in Damascus, Arab League Secretary-General Nabil Elaraby said that advances by the opposition could lead to a break in the impasse.

"Either there will be a political solution, and here the government is not going to budge, or there will be a change in the situation there," he said. "The more the opposition gains ground, the more this will be easier."

Tunisian President Moncef Marzouki, who was swept to power after protests in his country kicked off the Arab Spring, told reporters that the Arab League must act immediately to protect the lives of Syrians.

"The Syrian people haven't been backed as they deserve, and it's now our responsibility as Arabs to back these people against a bloody dictator who's obviously decided to burn the whole country to stay in power," he said.

When Democrats Demand War // Current TV

Journalist Michael Tracey was disheartened on the final night of the Democratic National Convention in Charlotte, N.C., where an arena full of liberals joined Vice President Joe Biden in cheering the extralegal killing of Osama bin Laden. Tracey sought the counsel of New York Times columnist David Brooks, the Rev. Jesse Jackson and Reps. Dennis Kucinich and Barney Frank.

What did these politicians and pundits think about the overt display of warmongering from the Democratic Party, Tracey asked them.

American belligerence must end, Jackson told Tracey, ?but at the same time, we are at war.? David Brooks shared ?a little? of the reporter?s ?revulsion.? Frank couldn?t explain why delegates of Ron Paul, the anti-war libertarian Republican legislator who is known for his opposition to America?s ?very violent culture? and ?police violence,? and who is due to leave office at the end of this year, were so reviled by Paul?s rejection of U.S. wars at the Republican National Convention. Frank acknowledged that he was ?no abnormal psychiatrist!?

In contrast to the clipped remarks those figures gave Tracey, Kucinich, also facing a mere three months before he leaves the House, took a little more time to assess the significance of what will soon be a virtual pro-war consensus among congressional Democrats and Republicans.

?When you look at some of the issues where my supporters and Ron Paul?s supporters tend to agree,? Kucinich told Tracey, ?civil liberties, getting rid of the Patriot Act?when you look at that, you?ll see there?s starting to happen in America an alliance, informal however it is, between liberals and conservatives on issues that are fundamental issues in this country. Such as freedom, civil liberties, war and peace, America?s overreach abroad, monetary policy and the Federal Reserve. ... These are fundamental issues!?

And unanimity across the aisle remains on the subject of war. ?We have an increasing militarization of our society,? Kucinich intoned, ?and that really is against the basic freedoms of America.?

With Paul and Kucinich, two of the anti-war movement?s greatest champions in Congress, set to leave office soon, what politician?aside from Sen. Bernie Sanders, perhaps?will stand against the ?increasing militarization of our society?? This is the question Tracey asked himself as he wandered downtown Charlotte after the convention?s end. He knew of few delegates or people in Congress who eschewed the practice of realpolitik at election time and stuck to their principles. Catherine Bernard, a Ron Paul delegate and public defender who attended a pre-GOP convention meeting in Tampa for Republicans from her state of Georgia, was one of them. She was laughed out of the meeting when she announced that she refused to support a pro-war candidate for president and would continue to support Paul instead. ?He?s nuts!? yelled one attendee.

When asked later about the incident by Tracey, Georgia GOP Chairwoman Sue P. Everhart, the delegate who led the meeting that mocked Bernard, had this to say: ?If you want to ride with the big boys, and that?s what this is?if you can?t do it, don?t saddle up!?

    Ecolibrium was recently released on the PSN store, a Vita-exclusive entry in the console?s burgeoning repertoire of Discovery Apps. I?ll issue the disturbing caveat, then, that this renders it a quasi? educational game. Since the dump-tastic days of Mario is Missing, the very term edutainment has induced nausea and befouled underpants in gamers worldwide. Nevertheless, this ecosystem ?em up (a genuine, reputable genre, according to ACTUAL SCIENCE) isn?t the tedious ballache you may fear. There?s nary a chance that you?ll inadvertently learn anything while playing, as the presence of what appears to be a giant eyeball on legs will attest. Biology textbook calibre, this is not.

    To be concise, you must colonise an ecosystem and maintain it. You will begin these travails with a tedious view of a bereft stretch of grassy wilderness (and possibly an inexorable urge to see if there?s anything decent on T.V instead. Resist, my brethren! The good times, they are a?coming, as somebody of a musical inclination once alleged) and a disconcertingly supervillain-esque cloning lab. This menu allows you to purchase and place vegetation and a motley menagerie of creatures into the environment as the whim guides you. The result will be either an arboreal, utopian paradise; or a crapstorm akin to the night Satan got drunk and neglected to shut the gate on his demented brother?s urine-stained prison.
    To wit: your freakish lifeforms (Hi again, eyeball on legs!) will die.

    As such, a deft equilibrium is a prerequisite for a prosperous ecosystem. To achieve this, one must attend to a myriad of factors. Herbivores are voracious for vegetation, demanding prolific quantities of plant life. Trees are satiated by minerals, which are produced by fungi. Trees replete with fruit will consume the colony?s moisture, upon which your deformed, garish mushroom crop are dependent. Carnivores, naturellement, will persist in chewing on the groins of your vegetarian beasts (my favourite of which being the great lumbering blue thing with hair akin to a grotesque caricature of The Beatles), and operate on a tier system wherein everyone bites the face off somebody lower on the food chain; as previously beheld in ACTUAL REAL LIFE.

    The burgeoning prosperity of your eco-hovel is portrayed by a rudimentary percentage bar/accumulation of icon things, pertaining to vegetation, moisture and mineral levels and the ratio of hunter and hunted. Should anything be amiss is these components, your score (measured by ecopoints) will suffer; your mother may also desist sending you those cookies in the mail. Are you willing to take such a heinous risk? Are you?

    Gameplay in Ecolibrium constitutes two primary modes, Free and Challenge. In Free, it is incumbent upon you to accrue the highest ecopoint-per-realtime-hour score, by sustaining the colony. Further nuances such as biodiversity (wherein a greater range of species are co-existing harmoniously) will bolster your endeavours to this end. Points total is recorded on the global leaderboards, which Free play grants you an unlimited time to ascend by maintaining your haven effectively.

    Conversely, Challenge mode operates beset by a strict limitation, 24 or 48 hours (realtime, again) depending upon the task at hand. You may be proffered a herd of creatures weakened by disease, and tasked with ensuring their survival (presumably, the Ecolibrium overlords find the concept of dead cow-things festering on their lush grassy utopia near their prizewinning Begonias unpalatable), or cultivating a herbivore population that is beleaguered by predators with their hunger artificially augmented.

    Ecolibrium is a remarkable proposition. It?s a slower-than-a-candle-when-the-matches-have-been-urinated-on slow burner, intentionally limited by such shenanigans as the lab?s battery requiring recharging after consecutive actions have been performed. This renders it a title to experience in brief, intermittent installments; it cannot withstand hour-long sessions.

    Pertinently, too, its allegedly ?free? status is made moot by the pay-to-play format. There are game packs for purchase on PSN, which bestow tokens for beasts that are almost an impossibility to acquire in any other fashion. While success in the challenges alone will unlock an array of new species, I?ll concede that it?s problematic indeed to advance without making a purchase or two.

    Nevertheless, this is certainly a refreshing venture into a new milieu for the Vita. It encompasses an admirable range of connectivity options, with online auctions, worldwide challenges and a foray into oft-neglected Near functionality. Almost entirely action-bereft, Ecolibrium retains the potential to captivate its limited niche.

    Panetta talks computer hacking issues with Chinese

    (AP) ? Despite several years of escalating diplomacy and warnings, the U.S. is making little headway in its efforts to tamp down aggressive Chinese cyberattacks against American companies and the government.

    U.S. Defense Secretary Leon Panetta, who is wrapping up three days of meetings with military and civilian leaders, said he has brought the issue up at every session and come away with little more than agreements to talk again.

    Meanwhile, cybersecurity analysts say the computer-based attacks emanating from China continue unabated, and in fact are expanding and focusing more intently on critical American oil, gas and other energy companies.

    "No diplomatic actions have made a difference," said Richard Bejtlich, chief security officer for the Virginia-based cybersecurity firm Mandiant. "They remain aggressive ? they're kicked out one day and try to get back in the next day."

    He said the China-backed hackers' tactics are also evolving, and they are more often going after corporate computer systems by breaching software weaknesses, rather than simply trying to get into a network by duping an individual employee. And he said they appear to be increasingly targeting lucrative energy companies.

    Efforts by officials across the U.S. government have not seemed to have any impact, Bejtlich said, adding: "The Chinese don't seem to care. So I don't have any hope that the dialogue is reaching anyone of any note."

    Panetta, who is leaving China on Thursday, met with China's leader-in-waiting, Xi Jinping, Wednesday and afterward told reporters that he urged Xi and other leaders to have an ongoing dialogue with the United States about the cyber threat.

    "I think it's clear that they want to engage in a dialogue on this issue," Panetta said, "and I guess that's the most important thing. That's the beginning of trying to perhaps be able to develop an approach to dealing with cyber issues that has some semblance of order here as opposed to having countries basically all flying in the dark."

    Chinese officials have steadfastly denied the cyberattacks, saying they also are victims of computer hackers and breaches.

    But nine months ago senior U.S. intelligence officials for the first time publicly accused China of systematically stealing American high-tech data for its own national economic gain. It was the most forceful and detailed airing of U.S. allegations against Beijing after years of private complaints, and it launched a more open push to combat the attacks.

    James Lewis, a cybersecurity expert with the Center for Strategic and International Studies, said the U.S. is starting to push the Chinese harder on the issue, but the administration needs to do more.

    "The damage from Chinese cyber espionage is easy to overstate but that doesn't mean we should accept it," he said. "The Bush administration was unaware of the problem; this administration needs to come up with a more dynamic response."

    Cyber experts and U.S. officials agree that one of the biggest threats is the possibility of a miscalculation when a cyber breach triggers a clash between the two nations and there is no underlying relationship that can be used to discuss or work out the problem.

    "How do you make sure something doesn't go off course and become a flashpoint for a bigger crisis?" Lewis said.

    He added that the People's Liberation Army has been more confrontational lately, and lingering questions remain about the relationship between the Chinese political leaders and the military, and whether the civilian officials can effectively rein in the PLA.

    Bejtlich and others describe a hierarchy of hackers in China that includes three main groups: those who are employed directly by the government, those who are affiliated with universities or quasi-government agencies and the so-called patriotic hackers who work on their own but direct their attacks against the U.S. and Western interests.

    Bejtlich said some of the state-sponsored hackers appear to moonlight, stealing data from Western companies perhaps as a way of making more money. As long as they don't present a threat to China or Chinese companies, it is tolerated.

    Panetta has warned repeatedly that cyberattacks and cyberwarfare could set off the next war. And U.S. officials and security experts say government and private industry systems are constantly being probed, breached and attacked. A key threat is an attack against critical infrastructure, including the electric grid, power plants or financial networks, that could plunge the U.S. into crisis.

    Officials have said that at this point the main threats from China are intelligence espionage and the theft of corporate and high-tech data, rather than an all-out act of war. But they warn that hackers in China, many of whom work for, are backed by or are tolerated by the Chinese government, are capable of highly sophisticated attacks.

    SAN FRANCISCO (CBS/AP) ? Trulia Inc.?s shares jumped about 30 percent in their debut on the New York Stock Exchange.

    The San Francisco-based real estate website operator?s shares opened at $22.10 Thursday morning, after pricing at $17 the previous day.

    The company and its shareholders planned to sell 6 million shares in the IPO for proceeds of about $102 million.

    Earlier this month, Trulia estimated its shares would sell for $14 to $16 each. The $17 IPO price indicates solid demand for the offering.

    Trulia operates the website Trulia.com and mobile apps. It allows people to research home listings and neighborhoods, while helping real estate agents market their listings. Its database includes 4.5 million homes for sale and rent.

    Last year's iPhone launch brought an unexpected pleasure: some funny and understated ads from Samsung mocking Apple's dedicated fans for coveting features already available elsewhere. And now, just a week after the announcement of the iPhone 5, they've done it again.

    It's light, good-natured humor, but it does hit a few tender spots. "I heard you have to have an adapter to use the dock on this one," says one person in the usual line waiting for the new iPhone. "Yeah, but they make?the coolest adapters," is the response.

    Others like the 4G, larger 4-inch screen and other capabilities that Samsung's Galaxy S III users are quick to point out have been available for awhile on Android. Samsung wisely stays away from making outright jabs; the iPhone 5?is, after all, being received well and few would say it's poorly designed.

    Perhaps the finest moment: One Samsung user is holding a place in the iPhone line for someone ? and to the horror of the cool kids waiting beside him, it turns out to be his parents. The looks on their faces suggest it may be time to reevaluate their hipness quotient.

    Report: Alleged victim's account in Lohan hit-and-run questioned

    Update (10 p.m. ET): Hours after actress Lindsay Lohan was arrested in New York for allegedly striking a pedestrian with her SUV, officials familiar with the case are questioning the pedestrian's account, NBC 4 New York reported Wednesday night.

    Law enforcement officials were waiting on the man's medical records to determine whether he was actually struck by the vehicle, the station reported.

    A law enforcement source who has seen the surveillance video of the incident told NBC 4 New York the footage shows the right bumper of Lohan's SUV either brushing the pedestrian or completely missing him. After Lohan passed him, the video shows the man running after her, yelling.

    A law enforcement official told NBC 4 New York there was no indication Lohan was intoxicated or had been drinking.

    It doesn't get any easier for Lindsay Lohan: The "Liz & Dick" actress was arrested early Wednesday morning in New York for "leaving the scene of an accident and causing physical injury," a spokesperson with the New York Police Department told NBC News.

    According to the spokesperson, Lohan, 26,?was driving a 2010 Porsche SUV down an alley on the west side of Manhattan, heading to the Dream Hotel, when she struck a pedestrian while traveling at a low speed.

    The NYPD spokesperson said Lohan went into the hotel on West 16th Street after the accident and was arrested after she came out at 2:30 a.m. Lohan was booked, issued a desk appearance ticket and released without bail.

    TMZ reports that alcohol was not involved. The 34-year-old pedestrian was injured in the knee and taken to Bellevue Hospital where he was in stable condition, Reuters reported.

    "While some of the facts are still being gathered, it appears that this is much ado about nothing," Lohan's publicist Steve Honig said in a statement. "We are confident this matter will be cleared up in the coming weeks and the claims being made against Lindsay will be proven untrue."

    Though she was released from formal probation in March of this year after being charged in 2007 with drunk driving and cocaine possession, the actress remains on informal probation until 2014 in connection with the theft of jewelry in 2011. According to Access Hollywood, the L.A. City Attorney's office has forwarded information about the incident to the relevant authorities. It's unclear if Lohan will be charged with a violation of probation.

    WASHINGTON (AP) ? The U.S. economy is showing signs of finally bottoming out: Americans are on the move again after record numbers had stayed put, more young adults are leaving their parents' homes to take a chance with college or the job market, once-sharp declines in births are leveling off and poverty is slowing.

    New 2011 census data being released Thursday offer glimmers of hope in an economic recovery that technically began in mid-2009. The annual survey, supplemented with unpublished government figures as of March 2012, covers a year in which unemployment fell modestly from 9.6 percent to 8.9 percent.

    Not all is well. The jobless rate remains high at 8.1 percent. Home ownership dropped for a fifth straight year to 64.6 percent, the lowest in more than a decade, hurt by more stringent financing rules and a shift to renting. More Americans than ever are turning to food stamps, while residents in housing that is considered "crowded" held steady at 1 percent, tied for the highest since 2003.

    Taken as a whole, however, analysts say the latest census data provide wide-ranging evidence of a stabilizing U.S. economy. Coming five years after the housing bust, such a leveling off would mark an end to the longest and most pernicious economic decline since World War II.

    "We may be seeing the beginning of the American family's recovery from the Great Recession," said Andrew Cherlin, a professor of sociology and public policy at Johns Hopkins University. He pointed in particular to the upswing in mobility and to young men moving out of their parents' homes, both signs that more young adults were testing out job prospects.

    "It could be the modest number of new jobs or simply the belief that the worst is over," Cherlin said.

    Richard Freeman, an economist at Harvard University, said the data point to a "fragile recovery," with the economy still at risk of falling back into recession, depending in part on who is president and whether Congress averts a "fiscal cliff" of deep government spending cuts and higher taxes in January. "Given the situation in the world economy, we are doing better than many other countries," he said. "Government policies remain critical."

    The census figures also show slowing growth in the foreign-born population, which increased to 40.4 million, or 13 percent of the U.S. population. Last year's immigration increase of 400,000 people was the lowest in a decade, reflecting a minimal gain of Latinos after many Mexicans already in the U.S. opted to return home. Some 11 million people are estimated to be in the U.S. illegally.

    The bulk of new immigrants are now higher-skilled workers from Asian countries such as China and India, contributing to increases in the foreign-born population in California, New York, Illinois and New Jersey.

    Income inequality varied widely by region. The gap between rich and poor was most evident in the District of Columbia, New York, Connecticut, Louisiana and New Mexico, where immigrant or minority groups were more numerous. By county, Berkeley in West Virginia had the biggest jump in household income inequality over the past year, a result of fast suburban growth just outside the Washington-Baltimore region, where pockets of poor residents and newly arrived, affluent commuters live side by side.

    As a whole, Americans were slowly finding ways to get back on the move. About 12 percent of the nation's population, or 36.5 million, moved to a new home, up from a record low of 11.6 percent in 2011.

    Among young adults 25 to 29, the most mobile age group, moves also increased to 24.6 percent from a low of 24.1 percent in the previous year. Longer-distance moves, typically for those seeking new careers in other regions of the country, rose modestly from 3.4 percent to 3.8 percent.

    Less willing to rely on parents, roughly 5.6 million Americans ages 25-34, or 13.6 percent, lived with Mom and Dad, a decrease from 14.2 percent in the previous year. Young men were less likely than before to live with parents, down from 18.6 percent to 16.9 percent; young women living with parents edged higher to 10.4 percent, up from 9.7percent.

    The increases in mobility coincide with modest improvements in the job market as well as increased school enrollment, especially in college and at advanced-degree levels.

    Marriages dipped to a low of just 50.8 percent among adults 18 and over, compared with 57 percent in 2000. Among young adults 25-34, marriage was at 43.1 percent, also a new low, part of a longer-term cultural trend in which people are opting to marry at later ages and often cohabitate with a partner first.

    Births, on the other hand, appeared to be coming back after years of steep declines. In 2011, the number of births dipped by 55,000, or 1 percent, to 4.1 million, the smallest drop since the pre-recession peak in 2008, according to Kenneth Johnson, a sociology professor and senior demographer at the University of New Hampshire. More recent data from the Centers for Disease Control and Prevention also show that once-precipitous drops in births are slowing.

    "There are signs that young adults have turned a corner," said Mark Mather, associate vice president at the Population Reference Bureau. "More young adults are staying in school, which will increase their potential earnings when the job market bounces back. It's going to take some time, but we should see more young adults entering the labor force, buying homes and starting families as economic conditions improve."

    While poverty slowed, food stamp use continued to climb. Roughly 14.9 million, or 13 percent of U.S. households, received food stamps, the highest level on record, meaning that 1 in 8 families was receiving the government aid. Oregon led the nation at 18.9 percent, or nearly 1 in 5, due in part to generous state provisions that expand food stamp eligibility to families making 185 percent of the poverty level ? roughly $3,400 a month for a family of four. Oregon was followed by more rural or more economically hard-hit states, including Michigan, Tennessee, Maine, Kentucky and Mississippi. Wyoming had the fewest households on food stamps, at 5.9 percent.

    Government programs did much to stave off higher rates of poverty. While the official poverty rate for 2011 remained stuck at 15 percent, or a record 46.2 million people, the government formula did not take into account noncash aid such as food stamps, which the Census Bureau estimates would have lifted 3.9 million people above the poverty line. If counted, that safety net would have lowered the poverty rate to 13.7 percent. And without expanded unemployment benefits, which began expiring in 2011, roughly 2.3 million people would have fallen into poverty.

    Some 17 states showed statistically significant increases in the poverty rate, led by Louisiana, Oregon, Arizona, Georgia and Hawaii. Among large metropolitan areas, McAllen, Texas, led the nation in poverty, at 38 percent, followed by Fresno, Calif., El Paso, Texas, and Bakersfield, Calif. In contrast, the Washington, D.C., metro area had the lowest level of poverty, about 8 percent, followed by Bridgeport, Conn., and Ogden, Utah.

    "There are signs among all these measures that the multiple downsides of the Great Recession have bottomed out, which is good news especially for young people who have seen their lives put on hold," said William H. Frey, a demographer at Brookings Institution. "There is some light at the end of the tunnel."

    Odorant shape and vibration likely lead to olfaction satisfaction

    ScienceDaily (Sep. 19, 2012) ? A new study of the sense of smell lends support to a controversial theory of olfaction: Our noses can distinguish both the shape and the vibrational characteristics of odorant molecules.

    The study, in the journal Physical Chemistry Chemical Physics, demonstrates the feasibility of the theory -- first proposed decades ago -- that the vibration of an odorant molecule's chemical bonds -- the wagging, stretching and rocking of the links between atoms -- contributes to our ability to distinguish one smelly thing from another.

    "The theory goes that when the right odorant binds to its receptor, the odorant's molecular vibration allows electrons to transfer from one part of the receptor to another," said University of Illinois physics and Beckman Institute professor Klaus Schulten, who conducted the analysis with postdoctoral researcher Ilia Solov'yov and graduate student Po-Yao Chang. "This electron transfer appears to fine-tune the signal the receptor receives."

    Many who study olfaction maintain that odorant receptors recognize only an odorant's shape and surface characteristics. They dismiss the idea that molecular vibration has anything to do with it, Schulten said. Likewise, some proponents of the vibrational theory think that molecular vibration only, and not shape, guides the sense of smell. Schulten and his colleagues belong to a "third camp" that sees evidence for both, he said.

    The vibrational theory of olfaction is supported by studies showing that insects, humans and other animals can tell the difference between two versions of the same odorant molecule -- a normal one and an identical one with deuterium atoms substituted for each of the hydrogens. The deuterated and normal versions of the odorant have the same shape and surface characteristics, and yet humans and other animals can smell the difference, Schulten said.

    "The question then is of course, for scientists, how does this happen?" he said.

    To answer this question, Schulten turned to the work of a former colleague at Illinois, Rudolph Marcus, a chemist (now at the California Institute of Technology) who received the Nobel Prize in Chemistry in 1992 for his insights into electron transfer, one of the most basic forms of a chemical reaction.

    "Marcus realized that when electrons are being exchanged between molecules the process is coupled to the vibrations of the molecules involved," Schulten said. Marcus focused primarily on the low-frequency "rumblings" that occur as a result of molecular vibration in large molecules, Schulten said.

    Odorant molecules are generally quite small, however, with a lot of high-frequency, high-energy vibrations, Schulten said. Some scientists have theorized that these high-frequency vibrations can, when an odorant binds to the right receptor, enhance the likelihood that an electron will transfer from one part of the receptor to another, sending an electrical signal that contributes to the detection of that odor.

    Prior to the new study, no one had analyzed the energetics of the system to see if the vibrations of the odorant molecules -- in the context of all the background vibrations that are part of the system -- could actually promote electron transfer within the receptor. Schulten and his colleagues are the first to conduct such an analysis, he said.

    "You can actually carry out quantum chemical calculations that determine very precisely the vibration of the molecule as well as the ability to couple it to electron transfer," Schulten said. The calculations indicate that such an interaction is energetically feasible, he said.

    Odorant receptors are embedded in membranes and so are more difficult to study than other proteins. But previous research indicates that some receptors are metalloproteins, and "the metals in the proteins are predesigned to transfer electrons," Schulten said. "We also see that there are other amino acid side groups that can accept an electron, so the electron can be transferred through the protein."

    Like others before them, Schulten and his colleagues suggest that the odorant receptor contains both an electron donor and an electron acceptor, but that electron transfer occurs only when a specific odorant is bound to the receptor. The new calculations offer the first quantitative evidence that the odorant can in fact promote electron transfer.

    Those who suggested that molecular vibration played a role in odorant recognition in previous studies "didn't know about Marcus' theory and they didn't do quantum chemical calculations," Schulten said. "They argued very much on principle (that it was possible). So we are saying now, yes, it is really possible even when you do the most complete and reliable calculations."

    Community Law and Business Clinic helps establish Mobile Farm ...

    SALISBURY ? Rowan County Commissioner and local business owner Jon Barber is announcing a new business venture for Rowan and Cabarrus Counites.

    A press release provided to WBTV spells out what Mobile Farm Fresh is ahead of the debut at this week?s Rowan County Fair:

    In October 2012, Mobile Farm Fresh, a local non-profit and mobile farmer?s market, will be launched in an effort to bring healthy, local produce to areas that do not have easy access to grocery stores and farmer?s markets.

    The program will debut at the Rowan County Agricultural Fair from September 17 until September 22. Schools, worksites, and faith-based organizations offer a unique opportunity to reach a substantial portion of residents in food deserts with messages and interventions to improve health and nutrition.

    Collaborating with these organizations, Mobile Farm Fresh will expand the availability of a farmers market with a focus on serving low income individuals and neighborhoods.

    The US Department of Agriculture did a study regarding food deserts, areas where a substantial number of residents are low income, have low access to a supermarket or large grocery store for fresh foods, and have limited options for transportation. Cabarrus and Rowan Counties have eight census tracts that are described as food deserts. Nearly 50,000 residents of Cabarrus and Rowan Counties live in food deserts, with 41% defined as having low access.

    In a most recent study, Rowan County ranked 97 out of a 100 with regards to access to healthy food. Access to healthy foods is measured as the percent of zip codes in a county with a healthy food outlet, defined as a grocery store or produce stand/farmers? market.

    Mobile Farm Fresh?s goal is to become a community outreach organization that encourages others to consume healthy, affordable, and sustainable food. Mobile Farm Fresh will address the health of residents of the food deserts, many of which have the potential for life threatening health problems like diabetes, heart disease, and obesity. Mobile Farm Fresh will be a program that will contribute to Healthy North Carolina 2020 objective of access to healthy foods, a strategy of the North Carolina Division of Public Health?s Prevention Action Plan.

    Fruits and vegetables are the chief constituents of a healthy diet. Numerous studies document the general protective benefit of a diet high in fruits and vegetables, showing that such a diet guards against many chronic diseases including cardiovascular disease, type 2 diabetes, and certain cancers. Fruit and vegetable consumption has been shown to be higher among low income populations when grocery stores are easily accessible.

    ?Although Cabarrus and Rowan counties are regarded as an area of great beauty and historical significance, we have health issues of great concern affecting our residents,? says founder Jon Barber.

    Mobile Farm Fresh will operate out of a repurposed city transit bus that is environmentally friendly. A year-round farmers market, Mobile Farm Fresh can serve multiple locations in the same day. Initial locations will be in both Cabarrus and Rowan counties. Mobile Farm Fresh will feature not only healthy whole food items, but also locally grown, affordable produce items as seasonably available. Purchases can be made with cash, credit and debit cards, EBT, WIC, and senior nutrition vouchers.

    ?Mobile Farm Fresh will enhance our in-state specialty crop markets, reduce hunger and malnutrition in North Carolina, and put more income into farm communities by increasing supply to underserved communities,? says Debbie Hamrick, Director, North Carolina Farm Bureau, the largest general agriculture organization in the state.

    Joining with community organizations, health care providers, schools, and universities, Mobile Farm Fresh will serve as an education resource on food advocacy and nutritional well-being. It will encourage healthy food initiatives by supporting schools, impoverished & housing authority communities, elderly/senior centers, and senior living facilities. Mobile Farm Fresh will visit area schools with their ?Children?s Garden?, which will be a mobile working farm. Mobile Farm Fresh will also provide free health and dental screenings to the residents of the food deserts.

As funding grows, Mobile Farm Fresh hopes to work with communities across the state of North Carolina to implement their own mobile farmer?s market.
